Cheap BMX stem. If you don't care about brands, then for 7$ you can get a nice working stem. Complete with all bolts, good - very good shape, 1 1/8 headtube. Black. Heck, throw it on a snowbike, or a trashy bike you want to beat up. It's CHEAP!
