I want to make some berms so roost the crap out of. Any tips? I don't necessarily want to ruin the berm though. Should I make a berm and pack it down hard then put about 2 inches (5cm) of soft dirt? A berm that is super loose and always sliding out is what I want. Any suggestions?

Why? Because they do it on videos to make it look cool? All it does is make you lose exit speed....
Any berm will spit roost out if you ride it right! If you really want to learn drifty corners, make them flat turns or slightly off camber. After this, you'll roost any berm.
Small shallow berm on the outside of a flatish corner, hardpacked with a bucket of dry loam spread about, and a semi slick rear tyre. Aim to square the turn off using your back brake to kick the tyre out into the berm.

I dont want to put this on a trail or anything just something that sprays up dirt. Like this one https://www.youtube.com/watch?v=XJcfMXbB6XY
so what should i do when inquiring about building on private land?
Don't
Why not? Surely, it's more sensible as whatever you build is private and protected and has a low chance of being destroyed if you have permission.
I agree with you. Sometimes it's just easier to ask forgiveness than permission. I guess I would suggest knowing exactly what you want to do so you can be straight with the owner.
