Heres how i did mine, (i got given a chrome wheel that was flaking/corroding badly so it needed drastic action) but i cant completely recommend it because you are not ment to reuse spokes and nips but its easy and the wheel i did i gave to a friend but is still going strong.....
tape all the spokes in pairs where they cross over.
undo all the nips
remove hub and spokes - because you taped it it should retain the wheel structure so will be easy to put back together
sand rim so paint will key/stick & remove all flakes,bubbles,white powder if a chrome rim
clean off the dust
hang it in the garage by coat hanger in the double wall cavity of rim if applicable (with the door open) two even coats of red oxide primer two coats of your chosen colour,leave overnight and apply two coats of laquer for shiny finish (give each coat an hour ish to dry)
carefully reassemble wheel - for best results leave a day to dry then masking tape the rim so the spokes dont scratch the rim)

There's no need to do all this. If you want a show bike then yes. You don't need to remove the spokes if they're the sam colour as what you're rim :s I didn't do any of the primmer or rawing it down bolloax you only really need to do that on a frame. All you need is the right weather and tempature and hold the can about 15cm away from the rim.
