I'm looking at buying something.

The guy suggested paying by Paypal gift, I insisted on Paypal goods, which he accepted.

How fishy is this?

if you use gift the person receiving money is not charged

I think he means if the seller is a scammer?

if he said okay to paypal goods then he probably isnt a scammer. people prefer gift because it does not have a fee (some do not know the risks of using gift, for example you cant claim your money back) so they see nothing wrong with using gift as it saves money.

i always tell people i buy or sell that i will cover the cost of the fee if GIFT isn't used. It just insures that the transaction goes smoothly and both parties are "insured" just in case.

I've seen WAY WAY WAY to many scams and bad deals go threw GIFT on paypal.

As a frequent seller, receiving the gift payment actually annoys me as it adds to my time/expense in the long run. With gift payments, there's no easy convenient option to purchase the shipping option online thru paypal (they have partner agreements with all the major postal services and courier companies, and you automatically qualify for the small-business discount rates which can actually save you more money than you lose from paypal's 2.9% transaction fee).
