if i was you i'd just try and find a frame from a seller who's willing to post it to you, not normally that much extra to post abroad, use paypal its instant payment and safest way to buy/sell over the internet.
how would your parents get the frame? go collect? would cost more in travel cost and extra luggage cost to bring it home than it would to post and lot more hassle.

Pay by Paypal Goods too, NOT gift. The only problem is, returning the item to the seller if it turns out to be broken, you have to pay to ship the bike back. It'll be better if you see the bike in person, but from what I read, you're not going with your parents?
No, my parents are going alone. My parents are going to receive the frame in the hotel. Here in argentina for example a giant glory 2008 its around 900 pounds and in pink bike i have seen the same frame at 500 pounds, its a big difference. I'm sorry if I write something wrong

Can your father check the bike for cracks or damage, before paying him?
If he cannot, then my advice is to Pay him by Paypal Goods just before your parents meet him in London.
If you notice there is damage on the frame, when you receive the frame back at home. Then you can raise a dispute with Paypal, who will give you your money back.
'Print-screen' or 'screen-shot' the advert he has now. And keep it saved on your computer. If you have a damaged frame, you can then use the advert as proof, if you need to contact Paypal. Also. Do not delete messages which he has sent you because if he states there is no damage, and it turns out that he lied. You can use that to get your money back.
I would Pay by Paypal. I would not pay by cash in hand. Just make him aware that you are giving him a lot of money and you would like to take precautions.
