Frame size is generally measured by the top tube (from centre of seat tube to centre of head tube) but bb height, stand over height and chainstay stay length also effect how your bike feels.
You should be able to swap everything over as long as it's compatible (same size bb, same type of headset etc)

Measuring a frame is really hard. Top tube is most common but stack and reach are gaining a bit of momentum though still lack exactness. The problem is BB height and seat tube angle change affecting these measurements. You will need to look at those to get a real comparison, a slacker seat angle will need a longer TT to feel the same so a bike with a higher seat angle and a longer TT will be more than the stated TT difference in feel.
