Thats a loaded question. That really depends on a number of factors. Your location, What type of paint being used, who is doing the work. Its best to find someone you want to do it or try it yourself. In the first point ask the person you have selected to paint it a price. If you plan on doing it, That depends on what type of paints you are going to use.

This is a bit of a helpful guide for anyone with a component that has a less than healthy paint job.

I got this stem recently for my brothers trail bike, it's a bit nasty paint wise as you can see.
My brother stem before tidying up

To strip it I simply removed the bolts, put in a container with a lid, put a lot of baking powder in and filled with boiling water. I duck-taped the lid on (as this stuff fizzes like hell) and shook for about 5 minutes. Then a wire brush just cleaned it right on off. If I was wanting to strip the anodizing too then I would have added some heavy duty oven cleaner.

Say that in a couple years time when it shrinks off all the edges, cracks on arkward folds and shines like a brick.
Also the doi of vinyl is terrible, no real reflection at all so ye, stickers are poor mans paint

Obviously it's never gonna have the same reflection, its only 1mm thick, but if it shrinks and cracks in just a couple of years, if ever actually, then it's either a bad cheap shitty vinyl or it's a bad cheap shitty install, or both. Not really sure what you mean by doi, and I'm not saying vinyl is better than paint, cause for straight gloss colours paint will win every time, it's just a lot of people think it's shit when I've seen some pretty good results to be honest

doi is distinctness of image i.e. gloss level and paint is measured in microns so thickness has nowt to do with it.
vinyl will always shrink at some point its just the nature of the stuff its just to soft and is so easily effected by heat.. i use it myself for the customers who cant afford everything in paint. 7-10 years max from the expensive stuff depending on enviroments etc. plus its so limited for choice with colours. paint has solids, metallics, pearls, xirallics, flakes, flips and best of all candys

pros of paint - Gloss level, 100,000 + colours and effects, Can paint any shape, Gloss retension, Colour quality, Chroma and depth, Can blend, fade, marbalise with any colour, scratch resistance, chemical resistance

how ever dont get me wrong im not just having a dig at vinyl its fantastic on dificult substrates like anodizing and chrome where paint just wont hack it, you can have multiple images/fonts printed which ensures the same results time after time and is a hell of alot cheaper than airbrushing.

so ye vinyl is fine if you dont have endless funds, difficult surfaces or just not that fussed about the best finish. so just for you i will update my phrase.

vinyl, poor mans paint (except for very few occasions)

thats the best i can do.

i agree with whatisface VFR
also loving the frame props. now thats improvisation for ye.
