It's a power meter crank. Measures your output in watts.

Basically, yes. Without any weight gain or anything. The rear wheel (7 grand) does the same.

I saw on road bike that cost 1 million being talked about on Discovery Channel. I think it was a Colnago. Carbon everything and no shocks!
