You can make a custom dropout with gear hanger, and bond it on.

You need to make a custom dropout that takes place of the part of the frame that is broken, and bond it to the frame.

It will break.
Just to make sure the definitions are right.
Could you post a pic with an arrow on what you call a seat stay?
From what I see, all that's bent is the the dropout and the gear dropout.

But before you get too deep into fixing it, have you looked for a spare rear end?
Could be fairly cheap.

For 30€ I'd just buy that one.
You don't have to CNC, but can just cut and file it by hand though.
Steel you don't want, when the rest is aluminium.
