Looks like it's a bit rusty. Think it's a tolerance issue or it's getting stuck on rust?
You could also try slightly opening the clamp with a screwdriver in the backside.
Otherwise, new post time!

Thanks for the tips Sherb, but it's the seatpost. I prized open the seatclamp, lubed the hole and post, still won't go in. Not a big issue as I can get another post for cheap.
EDIT: That sounded dirty.
