I spent many years buying parts that had this type of treatment and I found the easiest way of fixing bad paint is as follows. Submerge the part in hot water/bicard mix and leave to soak for 30 mins, the paint should come off with a stiff plastic brush and doesn't effect the anodising and harder paint costs underneath. Probably won't save the frame but should hopefully save your hubs and stanchions!
It makes me happy that you got it back, but more so im mad that kids would take that and paint it like that, if your going to steal a bike because it looks nice then paint it like this and ruin everything!? What's the logic behind it?? I guess there isn't any, I feel bad and happy for you man

I think most of the parts can be salvaged - but that fork is screwed. I would definitely invoice the parents for the fork and make its clear you want the kids to pay for it. Get the parents to withhold birthday and christmas presents or whatever until it's paid for. You can't let them fuck you over like this - even if they are 14.
I don't think the fork is as screwed as it looks. The kashima coat, all hype aside, is pretty fucking good. I'll hopefully be able to use some light thinners and light abrasives and get it back to new. The profile hubs are really what I'm pissed about. They even painted the fucking driver.
I don't mean to come across all negative because I know you're probably just stoked to have the bike back... I would be amazed if you can return that fork to decent working condition. The use of abrasives on fork stantions is scaring me. Best of luck to you with the salvage operation dude.

At least take the parents for a new fork, Everything else looks horrid but can be fixed. Suspension is a whole other game.

I dunno. I talked to one of the parents today, and he was utterly livid about the issue. I expressed pretty early that I didn't want the parents to be liable for what their stupid kids had done. It's given me reason to strip the fork and give it the work it really does need.
Maybe I was just too stoked on having it back, but I really just wanted to leave and never get involved with the people again.

Say that it is a $1200 retail priced component and that you have tried to fix it but to no avail. And in a way, you can't fully exculpate the parents when their children are going around stealing and doing this, presumably with stolen spray cans. Do what you gotta do
The fork is 2200 at retail. Off by a grand. I'm heading into a shop hopefully sometime this week to get a quote on fixing it. I know I can't afford to have it fixed.
I figure I'll ask for a payment every month, with the stipulation that the children need to be earning that money, via paper route, or something akin. Part of me really hates going after the parents, but the amount of negligence here is certainly criminal.
Holy shit is that right.. if you want, I've got shit load of super high grit sandpaper that you can have. You should actually ask the parents to question the child who applied that gunk onto the fork.

Parents are responsible for their kids, therefore they must be responsible for what they do. When I was a kid I accidentally broke my neighbor's window, and my parents paid for it. Now make a conclusion from my short story and make them pay for what they did to your bike. You need to teach them a lesson.

We were picking up pizza, ready to get the last of our shit ready for a move we're doing today. Saw the kid who took it, recognized him, watched a bit from the corner, then saw the bike. Ran down and told the kids to stay put, called cops, etc. Lucked out super hard cause of some dumb thieves.

Do you have renters insurance or home owners?? i read most of the comments and yet to see any one suggest this idea. i just bought rents for the fact im shipping my bike across the country and if some thing happens its covered.
The kids were 14, so I cannot press criminal charges (not that I would) and if I want to go civilly and have the costs addressed, it would be coming out of the parent's pocket, which I can't really condone cause it wasn't the parents that were that f*cking stupid.

well with me being their parents I would pay then make them pay me but well doubt that would work like that, legally their parents are the ones responsibly for the minors.

You should be reclaiming the costs. The kids will pay for it one way or another, via slaving away to the parents or having to get a job to pay them back. I cannot see the parents thinking "Right, we've paid him, now lets let little Jimmy off the hook and forget this ever happened".
