 It's normal and part of the cycle of life for these forests.

 It is and it isn't. Pine beetles don't have a natural predator, what kills them is a good freeze. As winters get warmer, fewer die.

Not to mention with mans' intervention of naturally occurring cleansing fires over the past century, the forests have become over populated and horribly unhealthy (which in turn makes the trees more susceptible to being overcome by bark beetles), spurring these devastating fires, instead of a quick burn of undergrowth for a couple dozen acres. Now it's a million acres just completely decimated.

 Those trees are Larch. They turn that colour at that time of the season.
