Yes sir. It's effectively the "Asian" Alps, tucked in between Russia, the "Stans" and China. Basically, mountain biking is legal anywhere on any trail. This particular trail is primarily used by hikers from what I've read, however there are some people who have bike-packed all the way up here.
A friend of mine is a pediatric doctor (and fellow rider) volunteering in the country. As I dug further into Google Earth and about exploring the country, I discovered just how stunning this country is. It's like Switzerland without any of the infrastructure and very few people.
I mentioned this place to Steve Story and Justa Jeskova and they seemed pretty interested. With your mad skills, grab some riders and you have one seriously impressive photo op / trip / story. Just pop "Karakol" into Google image search and you'll immediately begin to see some of possibilities. I'm debating if a spring trip is best (for the green) or if there will be too much snow to get up into the alpine of this and some other like areas...
P.S. I've began to mark out some trails in the country in areas that look interesting to me and put them on www.trailforks.com/region/kyrgyzstan . It's just a start, there's alot to this little country.
