Bring this to the bike parts and gear forum, I would just pay the $100 and get it professionally powdercoated by a powdercoating company if I were doing a nice frame. (REMEMBER - If you are painting a specialized P2 like the picture, it will void your lifetime warranty!

do NOT sandblast.
The frame cannot handle it.
