you should put a pic of the bottom bracket area cause that looks liek rust not mud. Cause if it was mud your tires and the rest of the frame would ahve mud on it.

ill trade you my ironhorse yakuza chimpira for that.Its a 13inch frame with 24inch rims. Spinner AMMO forks (130-150mm) and dual tektro mechanical dick brakes. A few scratches on the frame and bottom of the forks, no dents or anything.
