Okay, painting a bike is not easy. First you have to sand it, then use primer, then good paint, and it has to be done well or the paint will run or look half-assed. Oh, and you also have to mask the holes off. You can't just spray paint a bike.

ACTUALLY, even automotive paint is not just enough. To do a good job, you need to strip the old paint, and if you are using wet paint (automotive paint), you need to use an epoxy primer (usually a 2 part mix) so the paint bonds to the aluminum. Epoxy primer is messy, and you need a proper paint gun to use it. Without it, the paint will damage very very easily. Then apply the automotive paint, and to do this well you have to be experienced.

Most people will no do a good job of this.

if done well, it will not be as good as a factory powder coat job 99% of the time, which requires a special media blasting to lightly pit your frame, a powder coat paint (which you can't buy in a normal automotive or even paint shop) and an industrial oven to bake it onto your frame.

You want to avoid sanding your frames. Keep in mind that when you are sanding off painting there is a good chance that you will be thinning the aluminum as well. Paint stripper is what you want to use as mentioned in the statement by Wellsy. Automotive paint is great if applied properly. If not is flakes/cracks/peels. You should also have the proper tools to do any facing of key places on the frame and fork. Disk Tab Mounts, Bottom bracket shell, Headtube to ensure that components being installed sit properly on the frame.
