Looks like a 1998 M1 frame like Lopes and Donovan used to ride with Mongoose decals on them. I don't care for the fenders either, but that is a sick frame by any standard.

I believe what marquis was getting at is that; PB wise, quite a lot of you yanks (especially young'uns) try too hard with the colour schemes. I.e. the intense above is pretty well matched up. If it was a UK bike, anything would have been slapped on as long as it worked.
This bike would still blow most modern bikes out of the water, weird how the geo on this 98 model is better than the geo on an 08 norco!!
