looks like it was cut, cuz theres no marks on the downtube around where it "broke" that shows there was stress on it. and the fact that its a clean break, and on a 90 degree angle.

judging by the huge dent on the top tube i would probably say it wasn't a perfectly good frame

on the other hand, the crack is right bellow a gusset where the pressure would crack then tear
