Rear wheel hub siezed and started turning wearing the dropout away.

I dunno, but, a new hub?
Unless it has worn too much, you might need a new frame.
My thoughts anyway.

get it welded and filled in with weld, then file it so its perfectly flat..and then use a round file and cute the droput shape back into it
