This was done by hand on a manual mill.

When you tighten the stem onto the steertube does it not stress the bolts for the bars quite a bit?

theres no accomadating for the way you've made it. the bolts that clamp the stam onto the steering tube are going to put stress on the bolts holding your bars on. and with all the racketing and forces of riding your screws will eventually crack

Tighten steerer tube bolts then drill handlebar bolts???

Tighten the steertube clamp bolts, then drill the holes for the handlebars.
That way, then the stem is tightened, there's minimal stress on the bar bolts.

I understand, i think whats he's trying to say is that before you drilled the holes to clamp the bar you should have put it on a steerertube, tightened it and then drilled the holes for the handlebars. this would put the clamping actioin in a better position meaning that the would be less stress on the handlebar bolts.

either way you tighten the bolts, if you tighten the bolts holding it onto the steer tube you're partially setting the reciever for the bolts off causing a stripped bolt
