the drains empty into the sewer. there was just a bunch of leaves on top of the drains. all it took to get the water out was to take a shovel and push away the leaves.

uh...YES. If there WAS the water would not be still like that. and all the trees are far away in the background, AND leaves aren't water tight on both sides.
yeah there was a huge storm the day before, and where it is, there is a feild right beside it.... this feild floods and then the water pours into the bowl.
this feild also makes it windy throwing leaves into the bowl.
this was in the end of winter so the park wasn't used in a long while. so that's how the leaves acumulated. once the leaves get wet they tend to stick to the ground. all the rain creates little streams towards the drains leaves follow and stick to the drain. get enough of them and it's enough to clog them.

oh man, that was quite the day. i got in there with my shoes off and pants rolled up picking at the drain and then bikerdad shows up with a really long stick instead. haha.
yup I went in on that garbage can with a shovel to scrape at the drains.
man I tell you! once you get the leaves away it drians like a bath tub! makes sucking noises and whirpools!!

I'm sure skating started by draining pools to make bowls, not the other way round.
Would've been funny if someone wanted to annoy everyone and spent ALL night with a bucket running too and from a tap trying to fill it up. (Its a funny image going through my head now)
