It's a horizontally-adjustable vertical-loaded dropout. In other words, you can use a standard QR wheel and still run singlespeed or adjust your chainstay length.

whats with the spring, it looks more like piece of ingeneous engineering rather than a lowly dropout

Look at the droputs of old road bikes with and you'll see a similar setup. It's to put constant load on the adjustment screw so it doesn't come loose and allow your wheel to slide forewards.
