Sam-The-Nutter. They are ISCG mounts for a Chain Device/Guide.

Plus, They don't look anything like Manifold Ends from a V8 lol

i read this but i thought that if it is rusted then isnt that a bad thing if youre going to ride it?

rust is usually bad, but there was a whole process to it, the rust is sealed under a few coats and wont continue to decay the bike

Yeah it's basically just surface rust. If he sprayed Frame Saver inside his tubes he should be able to prevent any of the rust from eating through his frame.
