Some of the foam (like the bits by the shock) is to stop noise.
But thats the only reason I can think of for the foam in the pedals..

there was an article in dirt mag where they made a replica and they used loads of this stuff as apparently it repells mud ie stops it sticking to it.

i think he has it set up so that its a shorter frame but the rear triangle of a medium frame.

yeah, its being used as a light weight and easy to fit anywhere its needed fender. people do that on forks a lot
