well actually it isnt because you cant slam it therefore making the chainstays longer unless your running like a 1.5 inch tye with 1.9 tyre tha backend would be shorter on the 26 inch caus it would actually fit unless your referring to top tube its only 7mm difference and you can see here that that the gap between the tyre and seat tube is bigger then on my 26 inch frame therefore stupid

Right, have you actually used a 26" AND a 24" frame? I have, and it's a BIG difference, the chainstay is about the same length, but the TT is 21.5" vs. almost 23". I know what I'm doing and I like the way this rides. I don't even understand why you're commenting on this? You know nothing about it except if you've ridden both a 26" and a 24" frame with 26 in it.

Depends on how tall you are, if you're short and want to ride 26, get the 24" frame, if you're tall just get the 26" frame..
