He means the brake hose should be on the inside of the fork leg rather than the outside.

Yeah I always avoid it because it's a great way for the hose to get shredded if you lay the bike down on that side.

yea its set up as a freeride bike not a race bike so I dont mind the extra weight.

I understand that but it doesnt even look like a heavy build. the wheelset maybe a bit but I dont know where the weight is coming from

back wheel weighs like 8lbs and the frames about 11.11 pounds. it adds up.

its called a floating brake. its made to get rid of brake jack cause by the 4-bar design.
