It's pretty much what you just said, a hydraulic detangler. The main unit is basically a hydraulic piston that acts as a reservoir for the hydraulic fluid to fill in between the master cylinder and the caliper. The center piston us able to rotate 360° and maintain its hydraulic seal, allowing the brake to function.
