Chris King makes a similar lower race for their headsets in order to make sure the crown will clear the down tube when the front wheel is rotated 180°. I'm assuming that the one pictured here is the same basic idea.

Its definatly a 36, you can tell by the QR/Bolt-through system.

no a 32 also ahs a QR/Bolt- through system it just is 15mm instead of 20mm

True, but the 15mm has a system similar to a Maxle, whereas the the 36 range have a wind-in axle and two forward facing QR levers to clamp it in. I think I'd know, as I do own a 36.
