The brake cables look a little long, are they supposed to go through the fork? also I am a young rider and am only about 5 feet and around 3-5 inches (don't really know exactly). Anyway I want to know if the bike would fit me alright? One more thing, is the bike still even for sale, and has the price dropped?

it is fine, no worries your bike should be fine as well. you dont want to go down further.
