 I think there is an offset flash set on the speed camera, the middle of the flash is too far to the right for it to be a real flash from the camera.

 The flash bulb is offset from the camera lense to prevent reflection from the license place going straight into the camera lense and obscuring the characters. Same reason SLRs have high flashes that flip-up, no red eye.

 The exposure doesn't need to be fast, I've done plenty of night photography. The exposure can be several seconds, all that matters is the flash is very brief, that's all that is required to get a blur-free image.

there's no way you can sync the timing of you taking the photo with the flash on the camera going off. They can go at speeds of 1/200ths of a second. Human reactions are 1/5th of a second

or did the flash of the speed-cam make enough of an image?

 About 1/1000th of a sec. But if you have a shutter speed of 1/50th (like the exif says), then you have lots of opportunity to get it in the shot.

Also, if you look at the EXIF then flash did not fire, so it's most likely real!

 Just sayin that the flash wouldn't have gone off whilst he was there on the Speed Camera. It would have been after the road markings. Also there's a flash from the side, so to time the side flash, and the flash of the speed camera would have been pretty impressive.

Really cool shot though. Great ingenuity. Really funny!

 The photographer could have used a second long exposure and gotten this shot. If you will all note, everything you can see in this picture has been illuminated by the flash directly or my ambient reflection. The short flash length would prevent any motion blur, so there is no reason to think it's fake.
