You cannont print the borders with a silkscreen printing process, that's maybe why you're not ine the chosen ones...

ive designed t shirt for my bike shop and they can do it near the borders, as long as its in the 14"x14" square. and there are others with just a big picture that was transfered on to the whole shirt, so im thinking the reason they didnt pick it was because they didnt care for it. oh well
