28 will make it stiffer ya crazy fool lol 25-10 is a lower gearing adding a 28t will make the correct gearing but stiffer than what you have now

that will make it stiffer! get a 23t chainring or a smaller driver

getting a smaller driver will still make it stiffer!!!
if you want easier gearing you need a smaller sprocket like a 23 or a 22 tooth or a bigger driver like an 11 or 12 tooth
