don't know the term in english but in german photoshop settings it's called 'gausscher Weichzeichner' ;-) remarkable picture!

tilt shift is the key. This guy owns one so i think its used in this picture

It's called a tilt shift. You can tilt the lense to achieve different proportions and areas in focus and leave the rest out of focus!
