 They are the optional Drop crowns.

 Raises the front end up a bit. Technically it slackens the bike a bit more.

 @Charge262: Sorry mate, but it does not slacken the bike a bit (only the lower crown's height affects HTA). It raises your bars if you so choose, but more importantly, some bikes have a long headtube/headset combo that requires the drop crown...

 No. It drops the forks lower on the bike. Pushing the front wheel down. This makes the wheelbase longer, effectively slackening the bike.

 Only the top crown is increasing in height, the bottom one is the same. So the fork length will remain the same but the bars will be slightly higher. No increased wheelbase of slackening.

 couldn't you slide the crown with the steerer tube up and make it so that the top and bottom crown are both flush with the head tube therefore making the bike slacker?
