Uhm its called focus.... The foreground is unfocused (blurred) to help the rider and the terrain hes riding to stand out. Also in low light situations a cropped sensor takes noisy photos past iso 1600 so he had to keep the aperture down to let in more light therefore also making the lense have a shallower depth of field.... sorry i just felt like going on a rant
