I commented asking on one of his other shots too, so since he hasnt answered lets guess! I think he used a small aperture and a fast shutter speed to make it look as if it were shot are night. But really the sun is fully out, so he made it look dark and used flashes someway to make it look sick! Got any guess'?

 yeah thrill ride, I was thinking the same thing, stomped down the aperture, high shutter speed and then super strong flash. Was really just wanting to know some base settings so I could try it out myself
