The shutter speed for this photo is 1/250. Pans are are typically 1/80 or below. 1/30 would probably be suitable for a low lit forest. This isn't a pan, it's just motion blur.

Unless I'm very very sorely mistaken, it's a place called Smith Rocks in Redmond, OR (nowhere near Oregon City, actually) that is primarily a hiking and rock climbing site. I've been there many times and never seen anyone biking this trail, because there is a significant stretch that is occupied by stairs that would be impossible (at least for those of us who aren't Brian Lopes) to ride.
