Well lets figure this out. If you were to swing the larger rear wheel assuming it would be heavier (same make different size) as a result it would have greater momentum plus if you were to swing from the bike from above you downwards using the acc of gravity (9.8m/s) the force would be even greater although the energy taken would allow you to have one good swing at the vandal's head before he can react. On the other hand the smaller wheel size would allow you to be more nimble ( lighter) allowing you to generate less force although using less energy allowing more strikes to me made on the vandal. Although this is a very basic hypothisis disregarding many variables such as wheel make, bike type and cpmtruction. My personal preference would be the larger wheel to knock the fucker out in one good shot. But it comes down to what feels right to you. The end result should be the same though, the vandal, one the ground, uncocious/bloody/battered. Or all three.
