County Worker Charged with Trail Sabotage

A Jackson County-employed psychiatrist who the Forest Service says admitted to sabotaging mountain-biking trails in the Ashland watershed will head to court in late October after his actions allegedly injured three bikers and put others in danger.

Jackson Tyler Dempsey, 57, of Ashland, was arrested July 22 after he admitted to laying nylon cord, nails and vegetation along trails on multiple occasions because he "did not like downhill mountain bikers," according to a report from the U.S. Forest Service officer who arrested Dempsey.

Ashland mountain biker Bill Roussel said that on July 22 he spotted a man walking on the mountain biking trails and reported him to a Forest Service officer.

The arresting officer reported that he found Dempsey near milepost 11 on Forest Service Road 2080 near Mount Ashland later that morning. He said Dempsey admitted to sabotaging trails on at least five different days in June and July.

Dempsey is employed as a psychiatrist at Jackson County Mental Health in Medford. When contacted by phone, Anne Larson, director of the Mental Health Department, said she could not comment on the case. On previous phone calls, Mental Health Department employees answering the phone said Dempsey was with patients and not available. Dempsey did not return multiple calls in July or on Friday seeking comment.

Roussel, who owns the mountain-biking shuttle service Ashland Mountain Adventures, said in July that he had seen the same man on numerous occasions walking along mountain biking trails in the watershed.

The officer reported Dempsey had a piece of nylon cord with him, which appeared identical to four other nylon cords the officer had recovered in the previous six weeks.

Dempsey was arrested and charged with fourth-degree assault and three counts of reckless endangerment. He is due in court Oct. 29 to face the charges.

Three mountain bikers sustained minor injuries because of hitting either the cords or vegetation that Dempsey admitted to placing across the trail, according to the report.

Roussel said that on the day of the arrest he received a minor cut on his leg after hitting a log that had been dragged onto the trail.

The Forest Service in July declined to identify Dempsey as the suspect in the trail sabotage after receiving a request from the Mail Tribune. Dempsey's arrest was public record but there were no accompanying details to positively link him to the trail case. The Forest Service also denied a Freedom of Information Act request filed by the newspaper. Dempsey was identified as the suspect Friday through newly released state court records.

Since the July arrest, Roussel hasn't found any new vandalism on trails in the watershed, according to Sue Roussel, his wife and co-owner of Ashland Mountain Adventures.

"It was a really stressful six weeks," she said Friday. "We're waiting to see what happens next."

A previous court date of Sept. 24 was postponed because Dempsey was working through mediation with the state regarding his charges, according to court records.

 Put him on top of some stupid gnarly downhill trail on a bike and tell him theres only one way down. Maybe then he wont make more risk than there needs to be. Yes i know this wont work. Also too bad no one got pictures of him doing this, that would have been the best sequence saturday ever.

 Gotta give it up to Bill, he would go out to the mountain first thing in the morning and scout the trails for weeks to make sure others didnt get hurt. Unfortunately some did but in the end it paid off and it led to getting this old dude arrested. I put in a lot of laps out there in Ashland this summer using Bills shuttle service and Im glad I never got rung around the neck going mach speed down the trails out there. Big thanks to Bill and the Forest Service!

 Theres been a case recently in my local where someones tied metalwire across one of our tracks, some guy ended up riding into it and had to get 30 stitches in his arm, i dont think they realise tue level of stupidity there at, and the fact that their actions can cause serious damage or fatal. Its f*cking stupid.

 Same thing happened here on the Little Cottonwood DH trail. Someone was laying logs down in very sketchy spots where serious injuries could have easily occurred. You know its not the forest service because those guys just take down the features and they don't want anyone to get hurt because its a massive liability for them. These people deserve to be locked away. Nails? Are you kidding me? That's just insane.

 This sort of thing happens occasionally at my local woods. There's this old guy (dubbed "the stick man") who put sticks and logs across trails and paths that he thinks bikers go down, He shouts and swears at you if he sees you, he even grabbed a mate of mine whilst he was cycling and pulled him of his bike. The problem is that he has a huge alsatian, no arguing with that. He has been reported to the police by several people, but it's difficult to stop someone from sightings and vague reports.

How do people think that they can do this sh*t. I respect everyone on the trails, wether their bikers, hikers, horses or what ever and the fact that other people can't respect us is not right. I've been yelled at and pulled off my bike by people thinking they know whats best for the trails. It's a miracle that I haven't broken any jaws.

 Nice ideas everybody but as a group Mountain Bikers need to represent themselves a bit better than those ideas. This man has been put into a position of trust by the state, I think he himself needs a psychiatric assessment. He should pay for the medical bills, damages, etc, be locked up or forced into community service as well as having his license taken away.

 I've ridden Ashland and used their shuttle service. Great people who are really friendly and trails! I don't know why someone would do such a thing!

 Bugger that! What he has effectively set could be considered man traps, which are wildly illegal. I can't dig a massive spike trap in my backyard to catch would-be-criminals, so even if the trail is illegal he hasn't got a leg to stand on.

What if he had dug out a landing or put a log in the middle of the up ramp for a jump that you can't see coming? This could have been far more serious, I'd hate to see him let off with some puny warning or community service.

 what I don't get is how our local council does this sort of thing to illegal tracks around here. Instead of closing them, most of the time they dig bomb holes after drops, drag trees over chutes, etc. where's the line between an individual doing this and the council doing pretty much the same thing?

 My suggestions were just my opinion for a minimal punishment. I totally agree with you, Flam, that he should be convicted and punished much more severely. Let's just hope that the judge is also a cyclist.

 @ Thetake401. That is very interesting. Is it just happening in your town or something that happens in other regions in the UK? Either way, I think it is something that should be exploited. Because that is f*cked up. If they are doing further damage to the trails and surrounding environment, then that is very hypocritical of the council.( Assuming that the trails are illegal because they don't want people digging but they are seeking justice by further damaging the area.)

 Umm, he's Australian... but moving on, here in the UK, illegal trails/jumps will often get flattened, but I've never heard of councils/authorities making them actively more dangerous. That sounds like a lawsuit waiting to happen!

 @thetake401, I would be amazed that a local council would take the risk from a legal perspective. Looks like local riders need to approach them and sort this out. Some councils have a far more progressive attitude, and whilst they frown upon illegal trails, with the right support they will help build and maintain legal ones!

seen the same problem here, both trail nazis (people doing sabotage) and the local authorities pulling down illegal trails and actually making things more dangerous because riders have no warning when coming into a blind corner on the trail at speed and finding some idiot has dumped logs or felled trees

its has gotten so bad in some areas of the UK that riders are always advised to walk up the trail before riding down, to check the trail for safety

also seen some horrible and dangerous mess left behind when local authorities have pulled down illegal 'north shore' style timber trails and rather than removing them (which causes serious $$ ÂŁÂŁ), have broken them up leaving a tangled mess of broken timber with large splinters, sharp spikes and nails sticking out ready to cause serious injury to people and animals Frown

 @si618: remember when council put bollards up on the postie track years ago? That's not so progressive, there was a safety element that needed to be sorted sure, but te bollards made it dangerous.  I agree entirely that this guy should have the book thrown at him (and a spade maybe) but I do get frustrated by local bikers in my area not giving the community the respect it deserves. There's a local woodland with epic trails which I ride all the time, when I'm walking the dog I keep well away from them and on the footpaths for pedestrians only, a couple of years back some d*ckhead kid hit my dog while he was tearing down a footpath on his bike, didn't stop to see if my dog was ok (she wasn't) and told me to "F*ck off" to boot. Add on top of that the piles of chocolate bar wrappers and empty drinks bottles that litter the local DH trails and dirt jumps and it's easy to see why walkers aren't always bike fans. If I ride any shared paths I take it easy if I know there might be a family walking up around the corner and always make sure I slow right down to pass pedestrians and wish them a good morning/afternoon.

Helmets like this trail wrecker need to be punished hard, but bikers need to take some responsibility too, stick to riding where we have the least impact on others and tidy up after ourselves.

 It was actually Leckhampton Hill in Cheltenham before I moved over this way. But I ride Swinley all the time now and the jump gulley and the DH area over the back are dreadful aren't they? I've been riding over 20 years and never left litter on the trail. Wrappers and bottles weigh a lot less once we've consumed their contents don't they? It's totally understandable that walkers get pissed at us. They don't separate responsible riders from the idiots who litter the trails, it's so unnecessary and I'm sure we'd get a lot more support for digging trails if we looked after the areas where we ride.

 Litter is a massive hate of mine at my local trails , on saturday some young riders turned up left their bags at the trail and went riding leaving litter all over the place , so I collected it up and put it in their rucksacks , come back later and the little pricks took the rubbish out of thier bags and left it behind.. WTF is wrong with people , I like being in the woods to get AWAY from the suburban mess not drag it to the country side. Got to the point now where I actually want to get aggressive with people that litter at my local now

 Bigburd- I feel ma man. Most of the time I finish my ride with trash in my pockets that I've picked up along the way. Fortunately, most of the trash in my neck if the woods isn't from mtn bikers. I can't think why anyone would litter, defies all reasoning.
Littering is a huge trigger for me. I've been very confrontation (kept to issue) with people, freaked few people into a serious reality check and left others speechless. I have to say I've been lucky. I have never got my ass beat or shot. Not sure how I feel about confrontation it has its +&-. Biggest thing I notice is sometimes it's easier if I quietly pick it up myself (I stay calmer and it's safer).
Big props for doing the work! You know in the end the forest is better off because of you. I believe the forest, nature takes care of its own.

 This kind of thing is more Common than you'd think. Even in the flattest part of the UK we have people putting nails, wire and dog shit all over the trails to stop us riding. We even found one bloke destroying some of our trails when we went for a group dig on a friday night a few years back. He had the cheek to tell us to grow up and find something better to do with our time. We then pointed out that he was the sad twat who was out on his own on a friday night destroying other people's hardwork. Fisticuffs were narrowly avoided and thankfully we never saw him again.

 First of all, in no way do I support this guy or what he did. But.... as a land owner who has to deal with the litter and damage to my property by disrespecting kids, I can see what people look down on bikers, dirt bikers etc. I do not damage the trails, and have put up signs saying "private property, use at your own risk. Please use respectfully." which have been taken down and burned. Trail feature I have built have been damaged to make the trails easier to ride.

Please everyone do a reality check. Are you respectful of the property that is not owned by you? Others have mentioned the littering. LISTEN TO THE LANGUAGE YOU ARE USING IN THESE POSTS!!!  I've often wondered about people wrecking roll ins on a few of my local trails, if I see someone do this I will take it very personally I have a family and if someone tries to sabotage somewhere I ride in this way I'll take it as someone trying to stop me going home to my family, and that is about the only thing you wouldn't Walk away from if you fuck with me, so I reckon this bloke should get a few years jail time for his own safety!

 A friend of mine rode into a fishing wire trap years ago , he so lucky that it snapped against his helmet , if it hit his throat.... well he would be no longer with us , it would of cut to the bone.  A bit of a different case, but i was riding along the road to a friends house once along the road. Going down a fairly steep hill, and some smart ass's had tied thin fishing string/wire between two lamp posts.. Luckily it snapped when i went through it, if not i would have looked like this guy:

 I ride Alaska with a quick release 45 Magnum strapped to my chest to protect from bears. Sounds like Oregonians need to do the same for psychos. I'd like to make a recommendation to the Pinkbike community. We need tracking mechanism, like for sex offenders, so people that commit violent acts against unknown riders can be tracked so we always know where they live and work. I live in Haines, Alaska. Up here the only way to leave is though Canada customs into Yukon with 150 miles to next town, or boat or airplane 90 miles to US. Accountability that arises from no anonymity is awesome. People that are not anonymous are polite and reasonable like Canadians. I build trails and if anyone put our riders at risk they would be made unwelcome by the whole town and everyone would keep an eye on them.

 similar things happened on my local dirt jump trails its right my the train tracks and its not a pretty area so biker have built trails there for 30 years its a small area too about 75m by 25m and we keep the drunks and drug dealers away so we werent hurting anyone. someone started stomping on the jumps and putting dog shit everywhere. last summer while i was building with my younger brother they guy saw us and started cussing us out and threatening that he was gonna strangle me and that he was gonna call the cops on us. Let me just say im a girl and I was 17 at the time who the fuck does that. it gets better HE HIT ME WITH MY OWN SHOVEL and sliced my leg open so we ended up calling the cops on him. he ran of course but because i filled a police report anytime i see him all i have to do is make one phone call and he gets tossed in the slammer. its crazy how other people would walk through the trails and have to problem with what we were doing and then of course just like in this story there has to be one nutjob to fuck shit up

 it takes one helluva crazy person to be pushed to malicious action rather than just ignoring something that bothers them, for whatever reason. My local xc trails have had broken glass scattered on them, and fish hooks hung from the trees. Even people who have allowed their dogs to attack passing bikers. some people are sick.

 I'm surprised people are suprised that someone would do this on a trail. The only suprising thing is that he was actually arrested for it! Round my way, things like this happen all the time. Big rocks placed on landers, parts af bridges taken out that can't be seen till you've committed to the line, etc..

 Happened at our local trails, and this is within the bike park, no walkers should be there in the first place and you have to pay to access the trails, first kid down that day had a helmet cam on an videoed himself bein clotheslined:

 I live here and went through all this with the LEO and i was glad when he was caught but about two months later more people r ruining trails.. its really stupid what kind of things they do , i mean we dont put up crap on hiker trails that they have to move!!

 i think i may need to make an appointment with mr.dempsey and ask him how psychopathic it is to pre mediated assaulting young people trying to have fun in the outdoors!!jerks that set up trail snares because their little punks who are so selfish they think all trails belong to them..this happens everywhere iv seen some nasty stuff from barbed wire snares to ditched dug with sharp sharpend fence posts of metal hidden under a flat ground blind...people are sick...im not a violent guy but this stuff makes me furious..

 some did that knd of think to my local trail when i was a kid (15ish). They fishing line across the trail, I still have a scare on my face. we knew who did it but could not prove it. It was the forestry guy him self, he used to put cut logs on the track some times it was good more things to make the track intresting. But the fishing line was head hight. It could have killed some one, insted it just cut me up.

 Good work Ashland! I have seen several cases of trail sabotage in North and West Vancouver over the years and have often wondered why nobody has caught these rotten saboteurs. Trail Vandalism is a very indiscriminate way to get your point across and I hope that this arrest gives trail Nazis the world over some food for thought. Attempting to harm people that you don't agree with should be considered a very serious act of malevolence and I hope this man gets some very bad vibes from the community and the fat fines that go with it. Cash speaks volumes.... Interestingly enough there was an alleged trail alteration expert on Cypress that was suspected of being a Physician as well, A Plastic Surgeon. The exact sort of person that you expect to help you, not harm. I think this man should have a much more serious treatment than than the average person as he would be well aware of the potential outcomes of his actions. I am glad this man was caught and will now have to deal with the social ramifications of the publicity. Sorry Ashland, but I hope you will be looking for a new Psychiatrist soon. Unbelievable! I am sure the local bike community will be making him feel real uncomfortable...Good luck in Ashland dude...

 this example is pretty xtreme but minor versions of this type of sabotage happen regularly in my area. Mainly walkers putting small logs and sticks across the tracks... not realising even average riders like myself can bunny hop over them... ;oP

 Problem is, how long before they start doing the fishing line thing or some other booby traps. It happens on a trail near me, they place huge amounts of logs and sticks. Its not the logs and sticks that worry me it is the fact that they are so persistant that they will try to really hurt someone.

 Totally agree kjd84, hopefully it doesn't escalate. Stupid thing is that the track these walkers / wank*rs are 'protecting' are first and foremost MTB tracks, built by riders for riders. AND there are plenty of tracks in that area that mtrs never ride... Some people are just Aholes I guess.

 Had a similar thing to this happen to me. On my local trails I come hooning round a berm only to find a load of branches had been dragged across the track. Oh how I laughed as I hit the deck like a sack of shit. Well, my mates did anyway !

 We get it all the time round my way,Stroud/glos valleys,I've even caught people at it,blocking trails with logs etc and the amazing thing is its usually old walkers or ramblers well into retirement doing it. I honestly don't think they even realise how serious an injury can be sustained by their actions. More publicity and prosecutions of these idiots will perhaps open others eyes to the consequences and stop them behaving like total wankers.

 We need to find out why someone who should be very level headed, thought it was a good idea to do this.

I think its partially because
1) The perp didn't realize the speed that riders travel, and the damage that can be done by a rope.
2) The perp didn't realize that he'd be more effective by complaining to the local government (because he works in government)
3) The perp didn't understand that he probably just increased the number of riders because of the backlash against him.

 yeah, this sucks, I hate these dickheads. I remember hearing about Vandeman in the Berkeley hills for some years (I live in the SF Bay Area). F'n with bikers isnt even just a trail occurance and seems to be more common and widespread recently. I rode a road race this past weekend, and though I managed to avoid any trouble, I heard someone had thrown tacks along part of the route and riders were hit by a ridiculous number of flats.
Also in the news recently were a coupla psychos (Oregon, I think... PNW anyhow) who set up deadly Rambo-style traps along a popular hiking/backpacking trail.

 what a jerk! Hope he gets a stiff sentence for his stupidity. A year of supervised trail building and maintenance would do him some good.

There's just no place for that garbage. The trails are for all to enjoy but unfortunate there always has to a few morons who royally messes up a good outing. I ride in the Delta Watershed a lot and have come across items across riding trails that shouldn't be there. And you know these things were deliberately placed there. One day I found a rock in the middle of the a run a lot of people come flying down. Luckily I was just doing a warm up run/survey of the trail so I just moved it out of harms way...someone could have been seriously hurt. There have been other instances involving smaller fallen trees or parts of trees on the trail. Some of which gave me a real good hurtin. I know the trails are shared but there's no reason to get upset. If you see someone coming, yield/move out of the way or whatever, and just give a friendly hello and thank you (rider, pedestrian, horses, etc).

 They should use the nylon cord to string him between two obstacles and let riders use him as a ladder bridge for a full day. No excuse for this kind of person being allowed to have his freedom. On top of that he is supposed to be rehabilitating mental patients?? Stick his ass in there heavily medicated for a few years!

 I really don't understand this hatred towards mountain bikers, and it seems to be happening everywhere. There is someone putting logs across my local trails and they are placed strategically around blind corners and in places where you can't see or avoid them. This summer I hit one and nearly broke my arm, I coudn't use my arm for 2 weeks. It was my first ride since the birth of my son and I couldn't even hold him for weeks, thanks a lot reckless asshole that I don't know and who doesn't know me but seems to want to kill me. It is only a matter of time before one of these lunatics kills someone. I think that anyone doing this should be charged with attempted murder. It is the same as cutting the brake lines on someones car or placing land mines on a golf course, it is sabotage with the intent to hurt, and I hope the the people doing this are stopped or at least receive a heaping dose of karma.

i'd like to see this guy made an example of to the fullest extent of the law. this kind of thing happens all over & nobody really ever is caught for it except for the riders who get seriously injured by booby traps. that kind of behavior is baffling to me especially since this guy is supposed to be a psychiatrist??? i wouldn't think twice about what i'd do if i caught someone setting booby traps, they better have a good dental plan.

 That happened to me at one of the trails in vic.. someone had put a huge ass boulder rock thing on the landing for a jump, i took it, bruised a couple ribs, and punctured a lung. FUCK HATERS
