Hey mate i am also a auto engineer and i agree that you could weld it and fit a much longer seat post as it is only the clamp area thats broke off. Maybe you could grind the broken seat tube so to take off any sharp edges then cut a new slot in the back of it ,fit the clamp and see if it works This should be do able if there is enough materiel left on your frame
