yeh the people with the whistles are letting the time keepers know that the rider has past a check point

either your very dumb, or you have never raced, you dnt have 'time keepers' its eltronic, whistles are either marshals blowing to show that a rider has past a certain point on the track or spectators cheering for the riders using whistles etc

whistles and sometimes horns are used by look outs to tell you when a rider is comeing so you dont get run over and so that the rider in front knows how close the are behind them...
