 I ever see a rocky soil like this! So many rocks. Is this a public land?

 yeah -- this a section of a public park land. yup --- lots of rocks in the area. large bands of LARGE boulders .... digging with a shovel is not an option normally ... at the end, LuLu's is barking at another dog that is across the water on the other side
