This is a parts or rebuild fork (if you feel like trying to bleed the rebound damper). It needs new uppers, seals and the rebound damper bled. It would make a great parts fork or a fork for a beater bike. Good lowers and air spring. Once the rebound damper is working you could still ride these uppers till you feel they are sufficiently dead.
