823 is probably a bit stronger, but unless you are going to run tubeless, a 721 is a better choice... they are significantly lighter, MUCH easier to build (without those stupid things that screw into the eyelets on the 823), and a fair bit cheaper... if you are running tubeless, 823 might be better, as you dont need to revert to the ghetto tubeless to go, but if you aren't and you dont think the 721 is up for it, get a 729...

see the issue is that i'm currently running a 729 rear and a big earl front but i've got a spare fully built 721 rear wheel (same hub as on the 729) and a spare 823 rim. i don't know what to run and where. building is not an issue since i know how to build them myself.

the 823 is basically the deemax rim but black, it is VERY strong and will last through anything you can throw at it, almost never needing truing. If you build them up with a decent light hub(ie.hadley,ringle) it can be a pretty killer wheelset.
