Is my dj frame cracked?

hey guys, can someone please help me out here, was cleaning my bike (2010 commencal cg) and came across this and wasn't sure if it was just a crack in the paint or if it was the actual frame/weld?? it is next to the weld on the bottom tube against the headset if that makes sense? any help would be much appreciated

its on the weld that holds this plate onto the tube, im guessing that it is still part of one weld though?

is there a way i can fix it, do you reckon warranty would cover it or is it a throw away??

That is what a friend of mine have had to do (in UK) with his 'cracked' Commencal. His turned out to be just paint.

Commencal had a bad run with frames cracking, mainly Metas, and, as a result, they were super helpful. I guess they are trying to do as much as possible to avoid the stigma that the likes of Cannondale suffered.
