is a 20" bmx, measured by the size of the rim itself, or the size of the rim with the tire?

actually it's the rim.
The tire is measured at the bead as 20" and then other measurements involve width.

could be, i was assuming it was the same as a MTB rim... cause mtb wheels aren't 26" across... even still i'm not entirely convinced... cause if you factor in a tire, it's gonna stick out about 1.5 inches on either side of the rim at least, giving you a 23 inch tire??? almost 2 feet... i dunno....

3.14x2.5squared = 19.625
by your logic bmx wheels are 2.5 inches high

Look up the words CIRCUMFERENCE, radius, and diameter. You are WAY off.
