Either the fork wasn't properly maintained or there is some issue with the bushing obviously. That kind of wear is typical of forks that haven't been maintained. Just because it has kashima doesn't mean it doesn't need oil:P

Judging by it being in that one area I have to say bushing. That fork needs some love.
