he pm me asking to come by my house to buy cranks. I asked him where he live and got the silence treatment.

Just to correct the previous poster, paypal doesnt block the email. It only blocks G&S sent to them because they disabled it and they request funds be sent as friends and family.

If the person wants to meet, do it somewhere like the police station or Tim Horton's (an excuse for Timbits).
Asking where someone lives rather than asking them what town they live in may come off as creepy if it is taken the wrong way

Oh man. Sorry to hear that. I'm not entirely sure how all that goes with getting someone blocked/banned. He straight up said to me "What are you afraid of? I'm not a scammer." I told him how weird it was to put that in a message. That was the last I heard.

that's funny, maybe would stop a few. nuking these scammer accounts would take a crew of a dozen working 24/7 or someone who can design a bot to counteract this shit. I feel like the scams have outnumbered legit sales.
