Can you put regular tires on a bike desighned for plus tires?
Yes you can, but it doesn't really make sense. Since the outside diameter of a 27.5+ tire is around the size of a 29" tire, you would be lowering your bottom bracket, increasing pedal strikes and so on.
You can however put 29" wheels on your 27.5+ bike, but you would need new rims.

the difference in height from the the center of the hub, in relation to the ground, on a 27.5 vs a 27.5+ is less than 20mm.
It is the least dramatic jump size of outside wheel diameter, if we are comparing all wheel sizes. Depending on the bike and the rider, the difference may be negligible ... particularly when compared to the cost of a 29" wheel set.
