Do you have to have a riding area if it's the same as the city?

So yeah I'm moving from a setup where I had all the regions down to riding area, so 4 in total, subregion1, subregion2, city and riding area. But that was labelled wrong so I'm now switching the trails to the correctly labeled area and I'm wondering is it enough to have the city and no riding region? Because the city is the riding region it seems kind of redundant? Or do I create the same area for the city and the ride region? It's a small city makes no sense to divide in to smaller parts.

It's fine to have the trails just attached to a city region and not a riding area. If the city is small or have no defined separate riding areas, or maybe only 1 riding area.

If a city has trails and no riding areas then it is shown on the map with a red region marker like riding areas get.
